Richard Castro is a McDonald’s franchise owner with over 23 stores in El Paso. He is a former educator, City Manager for Del Rio, Texas, and real estate builder and realtor. In 1985, he created the Hispanic American Commitment to Educational Resources (HACER) Scholarship Program as a partnership of McDonalds Owner/Operators, Ronald McDonald House Charities (RMHC) and McDonalds Corporation. HACER has grown to become the largest scholarship program in the country for graduating Hispanic high school students and has awarded over $21 million to deserving recipients. Castro is a graduate of Southwest Texas State University, now Texas State University.
